God damn, I almost posted that but I couldn't figure out the rat's name.
i mean pretty much every major star that John worked with he had a great match. Why do you think he's called Big Match John? I mean fuck he even had an incredible US Title match wth Cesaro on Raw. PPV worthy.
Also.....you see him calling spots for every match......that's what the ring general does.
So all those matches he's being carried in, are him being the guy in charge.
The feud with rock was great because Rock literally shit on his PG character the entire time. Not a great example.
I'll give you Punk as I already stated to Blaze. He has some stuff I liked, but doesn't mean his overall PG character wasn't awful.
I liked the US run, but that's also after the PG Era ended and Cena stepped out of the spotlight, which I said to begin with I liked.
The build to the matches with Miz were good....the matches were okay. Rock and Punk helped the matches be great, and Roman helped as well. I'll give you the US Open Challenge, I enjoyed that. But they also was booking the right people against him for the matches.
See, I'm fine with someone saying GOAT tier because there are more than one person on that tier.

Tooth Fairy is also a terrible PG character so I'll give that one to Cena.

Yeah you're literally making no sense. The quantity of people he faced in the US title matches would mean there's an extremely narrow window of wrestlers that he couldn't have a good match with which isn't even true in general.
Mojo and No Way Jose on the same show? 
We're all just going to have to agree to disagree. Cena just to me isn't the GOAT. But if you want to put him in a tier like others said sure.
