The continuity is beautiful and the reason for him being given it makes sense. They set it up perfectly with Brock refusing to face him.

Yep, I mean in any other combat sport, if the champion wouldn't face you, they'd just take the title from him. So Brock is lucky to even keep it the belt, and Triple H just gets another one.
