I think Raw is rearranging it's usual style. This match usually would have been in the middle, so i'm guessing their experimenting with the order to see how it affects ratings.

It's a good way to get the crowd pumped early on though. Like how WCW used the cruiser weights early in the first hour. The tag team division is pretty high flying and could easily get the crowd pumped early on. Didn't RAW do this back in the 90's as well?
