In a straight-up match, yes (he could cheat).

In Hell in a Cell, I can't think of one, except for the commentators to piss and moan that Punk used a weapon or some such, which is totally legit in a no-DQ match.

But Goldberg did the same thing pretty much, and he's looked upon as a legend.

I actually wouldn't of minded a full year reign, but it looks like the chances of that are going down the toilet now. Unless something huge happens like Czena turning or Ryback being part of a Punk/Heyman stable and lets him win, but those two will never happen in a million years.

No. Goldberg had real feuds against guys who were built up in WCW (Steve McMichael, Raven, Konnan) prior to his World Title shot against Hogan.

The closest thing Ryback's had to a feud was his two or three match series against Jinder Mahal.
