It's transitional in the sense of if they give him the belt now it would be to just keep it warm not to have his big run and to be a main event mainstay. Transitional doesn't always have to be 99 Mankind length. If they want to make a real star out of Ryback you have Punk carry it all the way to mania, Ryback wins the rumble and he wins it there from Punk and this would be after Punk retains his title from The Rock which only makes Punk reign look that much better.
