Yes, it's called an "I Quit" match. Rusev even said he speaks "American" just fine and can say I quit perfectly.

Yeah and he said I quit. Why would he admit it now

He didn't say I quit. Even if he said it even Bulgarian, the rules says you have to say "I Quit." It's not hard to understand. The reason the match ended was because Lana said I Quit and she's his manager.

You've got a problem comprehending. You have to say EXACTLY I QUIT. EXACTLY THOSE TWO WORDS. I QUIT. NOT IN SPANISH OR JAPANESE. I FUCKING QUIT.

He doesn't need a translator when he knows the word I Quit. He was on purposely not saying it in English because Lana wasn't supposed to Quit on his behalf. The ring announcer couldn't have said he said I Quit ref, ring the Bell. Only Lana had that authority. Hence why there's friction between the two. She cared for him and got the match to stop when he was too stubborn to do it. Now can we focus on Ambrose? Thanks.

That's not even fair to his opponent. Why the hell shouldn't Cena win just because his opponent isn't saying it in English?

Because those are the rules. It's a match where the only way to win is to say the exact words "I Quit." He clearly knows the words, so if he truly wanted to quit, he'd say them. This isn't a normal submission match or else any way you can give up is allowed like using a towel or tapping out or telling the ref you give up, in any language. This isn't rocket science. There's a story here because Lana said I Quit for Rusev. It's plain and simple. Please stop complicating it.

But she quit for him BECAUSE he was saying it in Bulgarian. Him saying it didn't end the match but he still said the words in a different language so he still quit. Whether or not he said it is irrelevant if it doesn't end the match. Also, it's still up in the air if he did or didn't say it and I could care less. You want to know why? Because it's not the STORY. The story is Lana stepping in for him. If Lana wasn't there, the match might have continued or he might have actually said I quit. We'll never know now and that's the STORY.
