It was introduced after Eddie died.The Wellness Policy was put in place because of Linda McMahon running for office and WWE needed it to look like they were taking new steps to prevent further cases of damaged wrestlers as most of Linda's opponents often brought it up.
Her political career started in early 2009 and there was a different drug policy that was in effect in 2006 that was replaced by the WWE Wellness Policy in late 2009. Linda announced her campaign for the 2010 Senate just after that.It was introduced after Eddie died.
