NXT needs to do its job and find replacements. Bayley has been there for years. She can't stay in NXT forever.

Nia Jax needed to get called up cause she's the monster heel WWE's been looking for since Awesome Kong.

IMO, Bliss got called up for the same reason Breeze got called up. If not now, then when?

Now I will say I don't get the Carmella call up, but she's here and Bayley isn't. We'll see her in a few months
