I can confirm this I think actually bc I was a town strongman in a Poyser game and we had the convo lol his philosophy is kill goes through no matter what. I think there may have been some bus driver debate during or in post game but in that game I was told that there was no way one of my shots wouldn't go through.

So unless he updated his philosophy there we should expect the same

yeah thats how a strongman is supposed to work and its actually from what i understand not even really a killing role in its purest form, its simply an adjective that signifies that wtv action its associated to has priority resolve. aka unblockable in MOST situation unless host like you side decides that something supercedes it. though imo it should be one of those black and white things and it simply resolves prior to all other actions in the queue
