Rule is when you are on the clock you have 6 hours. Nothing in the rules is about a second missed pick, so he should have the full 6 hours.

Any online draft I've been a part of, if someone uses all their time and it expires, that person goes to auto-pilot and their next turn gets autopicked/skipped until they return. But if that's the way it's agreed to, pause the draft. No skin off my back lol
