Because it still gets mafia closer to their win con. Survivor doesn't count as mafia. They're only helpful if scum can get to a 2/1 and even then Jeff can still tell Mafia to fuck off and lynch scum because it's the last phase of the game. Mafia have no power there.

Scum legit have no reason to keep you. With one scum left you're practically town now. They have no reason to trust you'd vote with them at 2/1.

Once they reveal themselves the power is completely in your hands to pick town or scum, at least in a 3/2, you'd vote with scum to win earlier.
