I don’t think Juice claimed to be able to visit the ghosts specifically. Just that there should be other ghost if their ghost is in the game.

I think this is right. She didn't even need to visit Scrooge, just needed Scrooge to be alive to use the power. I also don't think there's really any indication from what she's said that the other ghosts would be in the game either tbh, could be spelled out more clearly in the actual role PM tho idk, it def confirmed the existence of Scrooge
