IIRC when Vince beats Ric with Brock's help randomly in July after the nWo dies, Stephanie and Bischoff take over the GM roles and the rosters were allowed to jump.

Yeah in the Ruthless Aggression doc, they say they realized the rosters weren't as balanced as they wanted pretty quick, but I feel like most of them had reasons like Benoit and Eddie, but I'm sure some jobbers just got moved around that I didn't notice too

The open roster changes is why Lesnar takes the belt to SD and Bischoff creates the World Title.
