I think that WWE was expecting a bigger improvement due to having Rock wrestle, but 200,000 buys is not a bad jump at all, that's for sure.
Wrestlemania didn't do 1.3m buys after all.

I read Wrestlemania 23's record buyrate was 1,250,000, so maybe it did still beat it, but just barely. What is the exact number for WM28?
