Russo would win. :side:
He probably would, but there are so many worse people. Nobody asks for Herd's era to come back like they do for Russo's Attitude Era. Even the biggest AE hater in that thread didn't think anything after Russo left should be considered Attitude Era (though I disagree). :side:

Herd wasn't the "booker" though. It went from: Dusty Rhodes, to Jim Crockett Jr., to George Scott, to Ric Flair, to (I believe) Kevin Sullivan.

The reason that era was so bad was because Herd's interference caused a lot of problems with the workers in the ring. He didn't want to push The Midnight Express, didn't want to push Brian Pillman, didn't want to push guys Flair wanted to push. Overpushed Luger way too soon, and of course caused much of his roster to quit on him.

I think producers and supervisors would count because each head of WCW demanded something different from their bookers that changed the product. Like the things you just described here and Watts rule changes, though, the product was good for the time.

It's also a bit harder to find definitive confirmation to find exactly who was booking and when. WCW was mum a lot of the time when creative changed hands behind the scenes. Sullivan specifically left and rejoined creative a few times between 1994 and 2000.

Maybe we could just group them all together as "behind the scenes personalities" to include bookers, promoters, owners, etc. all together?

I'm down for that. Anyone that had a hand in the creative process for a promotion.

Herd had a booking committee of Dusty, Ole, Mike Graham, Greg Gagne, and Turner execa who couldn't tell you who the guys in their own booking committee were......but kept on bringing them in when their shows were critiqued.
