Oh so you think the win condition is to target a certain amount of people rather than be the last one standing?
I think as indy you could possible win with another faction, although not that likely, but you are definitely not scum.
Seems like the person being targeted has to choose something to sacrifice and the consequences depend on their choice
Barry often give indies non-traditional win cons. I used to too but been too lazy for the last year to make one.
