I totally forgot about explaining how this works.

So you aren't investigating the specific locations, rather, you're investigating the areas (SCHOOL, DOWNTOWN, APARTMENTS, HOSTPITAL, ETC.) The location are for the player to use any time during a mystery.

I'll edit the post to clarify.
