It happens but it's by no means a fixed thing in mafia games, and I find it strange you'd say that when it appears we still got a handful of suspects in the pool of players you could actually call active.

Assuming all 3 of the wagons on 3 votes, being me, Barry and SA, there's no reason for ultra to put out the deciding vote unless scum had a stake in keeping someone alive.
