They'll bring him back eventually, but I don't know if it'll be as early as next year's Wrestemania. Wouldn't surprise me if it was, though. Triple H said in a recent interview that he wants to bring back Hogan, and it's just a matter of time before they do.
There's no way he ever wrestles again when he does return, though. Dude is just too old. He couldn't pass medical tests in 2014 when they wanted him to team with Cena at Wrestlemania XXX, I don't see him passing them when he's a couple years more ancient either.

As have already been said, him returning is just a matter of time. But if they'll do it for mania I am not so sure of.
As for the roster being thin. There's approximately 87 guys and girls down in Florida, of which at least 10 could be moved up without much fuss.

Beisdes the Andre Memorial Battle Royal, theres absolutely nothing Hogan can't do seriously besides a squash match. The dude is so old and beat down that he can't even take a bump and fall on his back. Theres no point in having him host since Austin and Michaels will be there and its in Texas.

Hogan is useless anyway, racist or no. He didn't pass his medical and he's awful on the mic.
I bet BrotherJackDude is convinced WWE can't fill the AT&T Stadium if he isn't involved in some shape or form.
The roster is still strong, even with the injuries they have. Guys like Ambrose, Sandow and Ryder should be doing a lot more.
They have more than enough wrestlers as mentioned. I think the biggest issue is they don't know what to do with what they have. They need to pick some guys and stick it out. Do long story lines that last and not end abruptly on a mistake.
