Wrestling isn't about "paying dues", it's about who is popular and who is over and who the WWE (or whatever other company) thinks will draw money. Ryback is a favorite of Vince and has the cosmetic look that they love, so he's getting a push. As mentioned, at least it's a different star in the main event, but as also mentioned, the more times he gets a title shot and loses, the weaker he looks. How many times can he "choke it" before people start losing interest on him getting the belt?

Why? Oh, well, probably for story continuation. You know, continuing a storyline that hasn't ended. I mean, his two title matches did end with screwjob finishes that helped continue the feud after all.
