Wow Seth. I thought you were a fan of Japanese wrestling. This post of yours makes it seem like you want half of them dead or crippled xD
I am a fan Japanese Wrestling, and those promotions, well not so much DDT to some extent, are Hardcore/Deathmatch based so it seems fitting. Also, I am not wanting them to die like Base does as those were his ideas.

I'm too tired to figure out whether this is a genuine question or some sarcastic response because these promotions might have done stuff like this before
Sarcasm as those promotion minus DDT to some extent focus on extreme things as you mentioned, so it would be fitting. And your bloodlusT will be satisfied.

Imagine having to climb up a ladder in a normal ring to reach a belt and then getting knocked off of it.

Now imagine doing that but on top of a steel cage that is 30 feet high and the ladder falling odd and you actually falling 40+ feet to the ground.

It sounds fun :)

Unless Vince Russo is coming back, I wouldn't expect a Ladder Hell in a Cell match in any promotion.

Eh, I'm not really a fan of blood.
I am also not fan of blood, blood in every match (there was a time during the Attitude Era where Raw weekly matches had blood) but 4-5 times in year during HIAC, Elimination Chamber, TLC and Extreme Rules matches why not? Which brings me to my next point, I don't like gimmick PPVs. I would rather have one HIAC or TLC match per year in a shocking announcement at a PPV with a random name like Backlash or Armageddon to end a brutal feud with a bloody match full of holy shit moments than "There will be a HIAC match because on the calender the name of the PPV says WWE Hell in a Cell, jey why not book 2-3 HIAC matches that night?".
Really? Ive heard them for the past 20 years, both online and irl. I doubt there's an Owen joke that I havent heard before somewhere.
That's fair, but I haven't heard any Owen Hart jokes before. I guess I am just not active enough on wrestling forums/social media to see them.
I have also never heard any Owen Hart jokes (except of the comedian at the Iron Sheik roast who made an Owen Hart joke and Scott Hall wanted to kick his ass) but I have heard, read and watched countless Chris Benoit jokes and memes. Must be because when Owen died the internet was in an era before YouTube, 4chan, Know Your Meme etc. while when Benoit killed himself every idiot was already an internet pro.
The only thing Owen related I know about is this unlucky comment

Of course I don't want examples, just sayin

Yeah I think it is a generational thing. Hart passing was in the days of IRL, AOL, Limewire, and all that other retro bs

2007 was the time of YT, Myspace (and then FB), all the chans

Very different cultures even over a 10 year period

Ever had a Hell in a Cell/Ladder mixed match where the title is hanging ABOVE the cell and both competitors have to climb it, then they have to set up one of ladders that have been pre-placed on the cell, and climb it to win.

I mean apart from the fact that it sounds really dangerous. But I'm sure Foley would have been down for a match like this.

Imagine that after throwing his opponent off the cell, instead of wanting to jump down on his opponent, Shane wants to climb the ladder to win.

Because they don’t wanna die...
