It's a storyline, they're doing it to keep Brock off TV for a while, since he has limited appearances on his contract and WWE wants those to last.

Brock Lesnar hasn't actually quit.
It's a work, and by WWE standards probably lead to something like this;

-Brock 'quits'
-Company desperately wants him back because of his star power
-Gives him multi-million dollar 'deal'
-Brock continues to raise hell
