Yea I wasn't sure if he meant 'expelled' in the sense of getting kicked out of school for good or what I would call 'suspended'. I've heard some people call getting suspended, expelled.

It's the wording. For one, the use of "regret" instead of "regretted" makes me believe that it's meaning something you did previously that you still regret. If I regret any action I've done, I tend to be cool with it within a day. I attribute that to my apathetic nature. But more importantly, I don't regret actions, I regret inactions. Even though you could phrase "not doing something" as an action, the wording (and the rest of the questions, which are all centered on stuff you did) leads me to believe they're not looking for regrets of what you didn't do.
