It doesn't have to be "extreme measures" like the ones you mentioned but just standard wrestling dickish moves.
Lowblows, grabbing the tights, feet on the ropes for leverage during pinfalls, removing the turnbuckle pads etc.

I know it's nothing major but this sort of stuff seems to have disappeared for some reason so I can understand where JR is coming from to an extent.
