I just love the idea of Vanguard 1 being spotted hovering above the ring
before Broken Matt appears on the Titantron...declaring all those who
dare enter the Rumble will be...DELETED!!! Then the Obsolete Suite
starts playing as Matt makes his way down to the ring with Reby & Maxel
as he leads the crowd in a DELETE chant.

I would be pure broken brilliance...

Shawn yes. Jeff hardy would get a loud ass pop but not as crazy as Shawn. It's Texas and seeing a living legend, arguably the best ever, come out retirement to kick people in the face a couple more times is perfect.

I'm going to say if any one of these guys showed up & only these guys:

CM Punk
Daniel Bryan (#30 with Roman being the only guy left)
Kurt Angle
Stone Cold Steve Austin (especially if #30 so ppl knew it was serious & not just an appearance)

I think you hit the nail on the head with your list BUT I think Stone Cold would get the biggest pop. CM Punk likely second, then Kurt... then Daniel Bryan. Not sure if you meant those to be in any order but I put them in one lol Also I think Samoa Joe debuting in the Rumble may do it depending on the crowd. I mean if they decide to do this, he may get the biggest reaction in history by the fans.

Biggest Potential Pop ideas:

-Reigns turns heel, after winning the Universal Championship as a face he interferes in the rumble and spears Seth Rollins, making an alliance with Triple H, of course the crowd would pop for that
-Finn Balor returns
-Shinsuke Nakamura debuts, if you REALLY want a lightning crowd, Balor enters at 1 as a surprise, then after a long pause Shinsuke enters at 2 as a member of the Smackdown roster, IMAGINE THAT FOR A MINUTE
-Braun Strowman eliminates both Brock Lesnar and Goldberg, that would be good for him
-Ok, if you want even more surprises, after the whole Nakamura and Balor idea, SAMOA JOE ENTERS AT NUMBER 3
-Balor wins rumble to face heel Roman or KO
-Shinsuke wins rumble to face Cena or Styles
-DANIEL BRYAN RETURNS AT NUMBER 30, ELIMINATES MIZ LAST, AND GOES ON TO HAVE ONE FINAL MATCH AT MANIA AGAINST AJ STYLES, THE MATCH WE ALL DREAM (this is all in caps because this is the potential biggest pop)
-Kurt Angle returns as a surprise, has a moment with Brock Lesnar and if he debuts, Samoa Joe
-Shawn Micheals returns instead of Bryan and does all I said earlier with Styles
-Sami Zayn wins rumble to face champion Kevin Owens at Wresltemania
