I agree.
It's not as if this is a major PPV that Cena must headline.
It has some 'sexy' appeal to it in that its 'Hell in a Cell' so why not main event with stars you know will be headlining someday.
Let's not kid ourselves and assume Ambrose or Rollins may not pan out. They will.
If this were Summerslam or Survivor Series it would be ill advised to have Rollins/Ambrose main event the show this year.

Being that it is a B-PPV, but a gimmick match that creates a great dynamic, this would be an opportune moment to hit the iron while its hot with these young cats.

I dont see where you think that this being a "B-ppv" means it's okay to have the younger guys main event. Why couldn't this match main-event bigger shows? If Wrestlemania can be built around Daniel Bryan while Cena mid cards with Wyatt, you can devote a Summerslam main event to a blood feud like this (especially with no champion). Why would Cena vs a non-special attraction be a bigger draw at this point?

Honestly, if it wasn't for the Bryan injury this whole year may have had Cena away from the ME scene.

This is particularly interesting given that both of these guys are younger, unproven commodities.
In fact, if this were a PPV which 'sold itself' such as Wrestlemania that'd be an even better bet.
I digress because that scenario isn't ideal.

When two opponents are just getting their feet wet, it wouldn't be the best idea for them to headline an A-PPV.

Not sure if they're "just getting their feet wet" anymore, they've been killing it on the main roster for almost 2 years.

It's more important right now for WWE to give the fans what they want to see. Right now, in an era when WWE is in jeopardy with the Network an epic failure, I've never seen the wrestling fans more upset... part of it is the quality of the weeklies, but the other is a line I hear a lot. "Same old shit". "We want something new." What better way to do that than to get these cats who are just getting their feet wet a Main Event spot at a Big 4 PPV? What match with any of the top guys of "this generation" would be a bigger draw? Am not sure what match Cena could wrestle that would be a bigger deal, his match with Brock had a special appeal to it but that's played out... Maybe Cena vs Rusev, but that's another case of him vs a young talent, and most fans will fear Rusev getting Wyatt'ed. Kane and Sheamus have been pushed back while Orton really doesn't mean anything now for whatever reason you may give.

The one question I get left with is "if this is the blowoff we all want, what's next for Ambrose?"

I imagine you're under the impression that I particularly care when Ambrose and Rollins main event.
I'm simply giving you the rationale that WWE seems to follow.
It's no sweat off my brow if Ambrose/Rollins main events the Royal Rumble. I truly do not care.
Triple H may feel different. He might see this PPV get a low number and have no choice but to bump AMbrose/Rollins down the card
Why? Never forget, Vince still is majority owner and numbers mean everything to him. He is experienced based.

If Ambrose/Rollins are duds coming out of the gate, he may hold that against them in the big picture.
McMahon, historically, requires an established star main event an A-PPV with an up and comer to give the impression the up and comer actually drew a big number.
It sounds strange, but that's his world. If Ambrose drew a big number with Triple H, it would give the 'impression' that Ambrose drew a big number.
If Ambrose drew a small number with Triple H, it would give the impression that Triple H had an off night. Does that make sense?
