I was a huge WCW guy but when Hogan came along, WCW went down the toilet. They needed something to revive and Nitro was not beating Raw in the ratings until the NWO came about.

The NWO was a good MacGuffin to get people to watch the show for the NWO while exposing them to a lot of new stuff. Much like Twin Peaks the murder of Laura Palmer, you can't base your entire show off a MacGuffin because once it is done, so are you.

Some say that The Birth of The NWO was to refurbish Hogan and Hogan's position in Wrestling since Wrestling was evolving into a more Badass setting and genre with guys like Bret Hart, Stone Cold, HBK, Undertaker, etc. Because some of the fans believe it or not were getting tired of the 80s Heroic Hogan gimmick.

So basically this was meant to help Hogan. But If they didn't spread the members & incarnations like a virus and used it right, I think WCW and The NWO would've worked Extremely and Perfectly well together.

EDIT: If you minus the members of the WWE incarnations and focus on New Japan and WCW there are over 45 members

The birth of nWo happened because Eric saw an invasion angle in NJPW and thought it was awesome. So he pitched the idea to Nash, Hall, and Hogan and they were awesome, yeah let's do it brother, and whatever else. And in sense like you said it was created to get Hogan over and to turn Hogan a heel, something everybody wanted, and this is pretty much the story.

Also, if nWo wasn't created then WCW wouldn't have been as bad as it was in the later years.
