RAW was still the flagship show in 97 because it was the only WWE program on TV. By now its logical that the live broadcast show is the flagship one. It's always been RAW that has pulled the biggest crowds and made the most money for the company. Smackdown has never been the A show.

Not that it would have mattered, we saw before that (Wrestlemania 11) and several times after that (Wrestlemanias 22, 23, 24, 26, 27 and 28) that winning the Rumble doesn't automatically mean you headline Wrestlemania.
