Which is probably WCW‘s biggest mistake in 1999 was turning Flair heel. While Flair wanted to because he prefers playing the bad guy. He was so loved by the crowd at that time he was the only person that could long-term draw big numbers and the fans did not want to boo him or pay to see him be the bad guy.
