Should the rules be clarified on submitting one, as in, can they have a vixen to go along with their 2 characters/teams? Or does it count as one of the 2?

The vixens division is going to be angled which means it will be like a be the booker type thing in the fed that you don't roleplay for. So if you create a character, it will still be your character, you just don't roleplay for it and your vixen will still be on the weekly shows.
