Intelligence would be my method.

I'm sure it's random, though.

Use a randomizer site to pick the order for the 1st round then the rest of the draft goes in snake order.

The day after Summerslam is ideal. Hopefully can get thru it fast like before with everyone online at the same time.

Will Raw be apart of it or will it depend on if the draft has concluded?

Pretty much if we happened to get most of the draft done before Raw. Otherwise would just wait the next week to start the scoring.
