Not necessarily, surely if they mention between now and then the person moves to Raw if they win. Which yeah you can still say they won’t do that even if they announce it, but it definitely doesn’t make it 100% the Raw person wins.

Yeah, I get this but it just seems a bit stupid after the draft.
