Hogan had charisma which would play a part in promo skills. You can't talk if you don't have the balls to go in front of a crowd.

Sure, Hogan was repetitive, but he had charisma and actually used some inflection and emotion in his voice. He could always make the building shake, and always make the crowd pop, even if saddled with a bad storyline.

RVD on the other hand was ALWAYS awful.
