It's because WWE was never interested in actually pushing Women's Wrestling and giving female Workers the same, what they'd give the "classic" male Wrestling. You can see it with how they put the Women's Revolution on over the years. WWE is the poster child for trying and showing "Equality", purely for PR reasons and nothing else.

Here's the thing, there is a balance between celebrating women, and showing confidence in one's appearance than going backwards with stripping as a way to generate heat or other issues we have mentioned in the thread like being told to wear fishnet stockings and booty shorts to Walmart and trying to fit your women into one ideal body shape rather than just focusing on them being in shape to wrestle. We have moved more past that because it hasn't really aged well, and it also goes against what WWE have been harkening for years about how the women were going to be on equal ground as the men.
