Yeah, I was fine with the kayfabe reasoning that intercontinental was used as a secondary belt, but there’s really no getting around global meaning the same thing as worlds technically speaking, but I will say TNA did come the closest for a reasoning for their name, because they had a whole set of rules about how the belt had to be defended all over the world and by non-American wrestlers and all kinds of goodies and stuff.It annoyed me that the TNA TV Title was once the Global Title for this exact reason
And if you go by the kayfabe origin of the belt the IC Title is the championship of both North and South America so that makes it not a "world but again" belt

The rules as written by Eric Young were that it had to be between two non-Americans outside of America. But I do hope the Belt winds up being more universally defended than any of the other IWGP belts. That would be cool.
