The song is about how Bowie feeling as if he's sold the world that the Ziggy Stardust character is actually how he acts.

and that sorta ties it all up that them 4 were in control and Savat was nothing more than properganda

Listened to the soundtrack after a MGSV binge, was getting bored of spawn so I wrote up that little storyline and decided I would cap it off at SS

but then I got bored so I just wrapped it all up
