You evolve by catching the same Pokemon multiple times. Gyarados needs 400 "Magikarp candies" which you earn by catching Magikarp.

Most Pokemon don't need that much candies to evolve though, it's just Gyarados, lol. Getting Dragonair to Dragonite is like 50
