Part of the problem with Owens is that Balor was so unexpectedly injured they didn't get a chance to properly build him

If they put Owens over without HHH it would've been a better claim to the title but right now thats a big issue with his character is a lack of validity to his reign

Plus Seth Rollins is in a weird place too, he's not really heel, not really face.
