Hulk Hogan put wrestling on the map and helped it become mainstream acceptable entertainment for the first time. He is also the only guy who has had a major impact (in terms of business) in two different wrestling companies, as he was also a major piece of helping give WCW their huge run in the late 90's, beating WWF in the ratings for two years. He is also similar to how people like Tyson/Ali are to boxing, or how Michael Jordan is to basketball, in the sense that even if you don't watch wrestling, 99% of people will still know who Hulk Hogan is and that they can (to this day) attach his name to wrestling.
Steve Austin drew more money than anyone, as did The Rock (some make the argument that Rock has actually drawn more money then Austin overall, especially with the success of WM27 and WM28, but that's a different story.) However, business was different when Austin and Rock came along, and they were put more into a position where they could draw more money (like having a PPV every month, which wasn't around in Hogan's day.) Also, Austin doesn't have the kind of mainstream popularity that Hogan has, and Rock does mainly because of his Hollywood career. I also feel Hogan's actual wrestling career is still more significant, as it lasted longer. Hogan was a part of more feuds that were a big deal than Austin and Rock were. Wrestlemania 3, for example, was a much bigger deal to me than anything that happened in the AE.
I guess you could add Brock if we just count fame based on anything, regardless of whether it was achieved in wrestling or not.
So, counting overall fame when it comes to guys who started out in wrestling, I do think it's fair to rank them as Hogan/Rock, and then Lesnar.
