The Uso's could be interesting if they were handed a mic every once in'a while. That goes for the Colons as well. Wrestling alone can only get you so far and until they're given the greenlight to speak on a consistent basis, they're never going to connect with the audience.

Have you heard the Usos with a mic in their hand.

I haven't actually. Other than the jibber jabber they spew during their entrances, I haven't heard them say much of anything. I'm sure they had a bit of mic time during the Christmas episode of Smackdown (I remember them teaching Foley to dance) but it was nothing notable. Wasn't that bad though, iirc.

I do like your manager proposal. Wrestling desperately needs more managers. Guys like James Mitchell and Armando Estrada could more than likely get these younger guys over in quick fashion.
