The shirts are about as similar as WWE can legally get. And Bullet Club is/was also a lot of douchey "insider" schtick. The crotch chops, too sweets etcetera. How could it? The dynamic is completely different, the whole Bullet Club schtick was being disrespectful Gajins wasn't it? That wouldn't work in the US scene.
But how would the Gajin aspect work? That was a pretty big aspect of the Bullet Club at the beginning at least. They probably wanted to take the brand and are using the image as it's the most recognisable branding in wrestling they don't own. It wasn't going to be a direct copy, it'll be similar but most cool stables are.The shirts are about as similar as WWE can legally get. And Bullet Club is/was also a lot of douchey "insider" schtick. Then there's the fact that WWE legit tried buying the Bullet Club name but NJPW gave them the finger (confirmed by new japan) that indicates that WWE had intentions to just take the entire act and run with it as it was
I guess Finn being foreign would work. But I also think WWE cared less about the foreigner aspect and more on the disrespectful punks part. But how would the Gajin aspect work?
