Pretty sure NXT stop being just a developmental when they started touring and holding PPVs in major arenas.Poor Bayley... it isn't her job to put butts in the NXT seats, it's NXT's job to get her ready for Raw or SD.

Superstars wouldn't be removed and brought up to Raw every time they lost a championship if NXT was meant to be a permanent home to any of its talents. NXT might be doing better than TNA or New Japan, but it's definitely the "half way house" between the PC and WWE TV. If WWE wanted NXT to be a proper third brand it'd be on USA and would also have been able to draft WWE Superstars down to NXT.

Even ECW when it was sort of a developmental brand had a TV time-slot and participated in the draft. NXT did not.
Bayley might be kept there for reasons you might be stating, but at some point WWE WILL bring her up.
I didn't say it was, I said when it sort of was, which it was a lot of guys debuted on ECW like CM Punk, Kevin Thorn, Elijah Burke, etc... my main point was it was a proper third brand and WWE treated it as such. NXT isn't.ECW was originally going be a dot com exclusive that travelled around too.

Being on the WWE Network isn't the same as being on USA. I wouldn't mind if Raw and SD came to the network, but you'd lose a lot of casuals. The same casuals who don't watch NXT.NXT has the network.
I can't say I disagree that it would be better if she debuted by herself. I would mark hard if she is in fact Sasha's partner.And bayley isn't someone you bring up with a bunch of others, either she's Sasha's mystery partner or she's not coming until after Summerslam or even Mania.
