I'd take control of a large web-host. With access to all of the servers, I'd run script that would install "malicious" content into all of the hosted websites on each of the servers. The malware would gain access to the users computer through browser vulnerabilities and install a background process that would be in charge of downloading leaked government information and any other confidential information. It would continue to download and spread the information to any other infected computer on the network and would also spread the data to users through torrents (seeded by all of the other bots) and any other file-sharing means. The malware would also clean the computer, clearing it of any other malware that may be on there to prolong the computers life.
The malware would monitor the user's browsing habits, and only use network activity when the user is either not using much internet or is idle. The malware will contain a kill-switch that is fairly easy to spot if the user looks for it, and will completely clear istelf from the users computer and give a goodbye message, telling the user that it was an honour to have served with him on the quest to spread information.
Try and stop that, Suits.
