Where would Sami go? Not like he's interested in another WWE run in the near future. AEW probably would have already snatched him if they wanted him. New Japan doesn't make sense. ROH would be a downgrade. Impact is the best place for him right now. He has a great platform and is being allowed to do virtually whatever he wants. Also he still gets to work indies. No reason why he should leave.

As much as I hate Sami, he can always go to NWA too if he wanted, not that he'd be a great fit or anything.
