Because Nia will be given a title shot at the RAW women's title at Wrestlemania
if she defeats Asuka...meaning if Asuka challenges Alexa...Nia will be in that match.
Plus Alexa & Nia will most likely work together to take Asuka out in that match giving
her less of chance...meaning a 1 on 1 match with Charlotte will be a better option and
a LOGICAL choice for her to make.
There is no requirement to have logical events or outcome. It's about storytelling and Asuka vs charlotte tells a better story than asuka vs Alexa.

I mean, Asuka never chose to face Nia, Angle just made the match. And remember, Asuka is an unbeatable killing machine, whether it's James Ellsworth or Goldberg, she'll kick your ass, so both Alexa and Charlotte are equally easy to her. Fact of the matter is she just hasn't beaten Charlotte yet, and she'd probably challenge her because "I know Alexa isn't ready for Asuka, now I'm going to show that nobody is ready for Asuka."
While the logic behind this is true, the roster is too small to avoid any repeats. Kayfabe wise, Kurt Angle is the one who is setting up a majority of these matches, including the match with Nia. However, the Wrestlemania match will be a match that Asuka actually gets to choose her opponent.

Asuka seems relativity normal to me...I mean she's no Nikki Cross or Rosemary
as far as character work goes.
He's beautiful, intelligent, highly skilled...she looks of sound mind to me.

Mate, no wrestler is normal. If we're looking at this through storyline lenses, every wrestler's dream is badly hurting other people for a belt in front of millions of people who want to see people get hurt, when you think of it that way everyone in the business are psychopaths. Of course, in reality everyone is normal, but when you look at it that way it's not even worth talking about
Asuka seems like she goes with the flow. All she wants to do is kick ass and win matches. I get that it would feel a bit uncharacteristic for her to duck and dive.
Let's just hope that Nia doesn't end the streak. Which the more I think about it, the more I think that Nia has no chance. Unless Alexa helps Nia beat Asuka... For obvious reasons

Asuka the character, much like Nikki Cross, Rosemary, etc are not characters based on 'normalcy' but the exact opposite, blown out larger than life characters. Asuka the person is not what I am discussing, but the character. Her 'sound mind' is not in question.
