Owen Hart won the IC title from Rocky Maivia on the April 28th 1997 Raw. He lost the title to Steve Austin on August 3rd 1997 at SummerSlam. He won the Vacant title from Faarooq in a tournament final at Badd Blood: In Your House on October 5th 1997. He lost it to Austin again on November 9th 1997 at Survivor Series.

Razor Ramon

Razor Ramon won the vacant IC title on the October 11th 1993 Raw by defeating Rick Martel. He lost the title to Diesel on the April 13th 1994 Superstars. He won the title back from Diesel on August 29th 1994 at SummerSlam. He lost the title to Jeff Jarrett on January 22nd 1995 at the Royal Rumble. He won the Title back from Jarrett on May 19th 1995 in Montreal in a Ladder Match. He lost the title back to Jarrett on May 22nd 1995 in Trois-Rivieres, Quebec, Canada. He won his fourth IC title on October 25th 1995 from Dean Douglas t In Your House 4: The Great White North. He lost the title to Goldust on January 21st 1996 at The Royal Rumble.

Because of the ladder bouts you might say Ramon had the more classic matches as champion, but I am with deezy on this one, Owen was far more consistant, and made for a great heel champion.

I am slightly surprised by this. I would have gone with Razor Ramon since I prefered what he did as champion.
