Edge and Randy Orton won the tag titles from Ric Flair and Roddy Piper on the November 13th 2006 Raw. They lost the titles to John Cena and Shawn Michaels on the January 29th 2007 Raw.

Legacy

Ted Dibiase Jr. and Cody Rhodes won the tag titles from Hardcore Holly and Cody Rhodes on June 29th 2008 at Night of Champions when Rhodes turned on Holly. They lost the titles to Batista and Cena on the August 4th 2008 Raw. They won them back on the August 11th 2008 Raw. They lost the titles to CM punk and Kofi Kingston on the October 27th 2008 Raw.

They didn't last as long but Rated RKO for me they made a large impact in a short time.

Legacy, while memorable and having made some impact, weren't booked very strongly for much of their tenure in my opinion. Rated RKO were, as has been pointed out, a short tandem but they did enough to gain the vote here.

 

[Troy]

Legacy should have been a top tag team of the past few years but they were booked poorly. They had a good start but after that it dropped off quickly which was a shame. I went with Rated RKO because they were a great team even if it was only for a few months.

 

[Keith]

This one is closer, but Rated RKO. Both Edge and Orton were in their prime(or not far off in Orton's case) at the time, and something just really clicked with them as a team.

 

[Slim]

Legacy didn't get the proper respect they deserve as a tag team. They had potential to be so much more than what they were but they weren't given that chance. Rated RKO was just awesome. Their theme was completely awesome. Then they were buried by DX
