Luger won the US title from Nikita Koloff on July 11th 1987 in Greensboro, North Carolina. He lost the title to Dusty Rhodes on November 26th 1987 at Starrcade in a Steel Cage Match. He won his 2nd title from Barry Windham on February 20th 1989 at Chi-Town Rumble. He lost the title to Michael Hayes on May 7th 1989 at WrestleWar. He won his 3rd title from Hayes on May 22nd 1989 in Bluefield, West Virginia. He lost the title to Stan Hansen on October 27th 1990 at Halloween Havoc. He won the title back from Hansen in a Texas Bullrope Match on December 16th 1990 at Starrcade. He vacated the title on July 14th 1991 when he won The World Title. He won his 5th title on the August 10th 1998 Nitro from Bret Hart. He lost the title on the August 13th 1998 Thunder back to Hart.

Scott Steiner

Steiner won the US title on April 11th 1999 at Spring Stampede by defeating Booker T in a tournament final. He was stripped of the title by WCW president Ric Flair on the July 5th 1999 Nitro. He won his 2nd title by defeating Sting in a tournament Final on April 16th 2000 at Spring Stampede. He was stripped of the title when he used the banned Steiner Recliner on Mike Awesome at Bash at The Beach on July 9th 2000.

Jarrett won the US title from Dean Malenko on the June 9th 1997 Nitro. He lost the title to Steve McMichael at Clash of The Champions XXXV on August 21st 1997. He won his 2nd title from Chris Benoit on the December 20th 1999 Nitro in a Ladder Match. He cacated the title due to injury on January 16th 2000 at Souled Out. He was awarded the title the ne0078t night on Nitro by WCW commissioner Kevin Nash. He vacated the title on the April 10th 2000 Nitro to Bischoff and Russo.

Not the strongest bracket. In the end I went with Luger as I preferred him to Steiner and Jarrett.
