Randy Orton won the IC title from Rob Van Dam on December 14th 2003 at Armageddon with Mick Foley as the guest referee. He lost the title to Edge on July 11th 2004 at Vengeance.

Chris Benoit

Chris Benoit won the IC title from Kurt Angle on April 2nd 2000 at Wrestlemania 2000 in a Triple Threat match also involving Chris Jericho. He lost the title to Jericho on the May 4th 2000 Smackdown, He won his 2nd title from Jericho On the May 8th 2000 Raw. He lost the title to Rikishi on the June 22nd Smackdown. He won his third title on December 10th 2000 at Armageddon from Billy Gunn. He lost the title to Jericho on January 21st 2001 in a Ladder Match at the Royal Rumble. He won his fourth IC title on Raw from Rob Van Dam on July 29th 2002. He lost the title back to Van Dam at SummerSlam on August 25th 2002.

A close call, but Benoit gets the nod from me, Orton at the time was inconsistant, and the Jericho-Benoit series just did more for the title.

Benoit was jacked up. His ladder match with Jericho alone wins this for me.

I would have gone with Orton. His title reign was great for him plus it brought back a lot of respect to the title. I enjoyed his IC title reign a lot.

Orton did quite a bit for the belt and it really did what it was supposed to do for him in elevate him in status. Benoit though... he had series after series of matches that just... wowed. Benoit was a wrestling machine and each of his matches were just good. Orton had his moments. Benoit had an entire reign. There is your difference.

I agree, also it is debateable weather it Orton was good for the belt or not, you could say that because he was becoming such a big star, and being pushed towards the main event, than maybe he became too big for the title, where Benoit as champion made the title important, and his matches as champion made for a contrast from what you would see in the main event.
