It seems like Vince, HHH, Cena, Rock, Orton, Undertaker, and Lesnar are either clearly on some sort of PED cycling or they're on that "taboo list" which means they have the rules simply just not apply to them, but everyone else is supposed to stay clean.

The wellness policy is one of the things WWE takes very very very seriously. In part because of the Benoit tragedy, in part because of sponsors and the image they portray. They don't mess with it by working it into the product. Never.
